Permission to Reincarnate?

This is no joke. The Chinese government has literally banned Tibetan Buddhist monks from reincarnating without government permission. What could <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><?xml:namespace prefix = u1 /><u1:country-region u2:st="on"><u1:place u2:st="on">China</u1:place></u1:country-region> possible have against the reincarnation of Tibetan Buddhist monks? Technically it is not the monks that <u1:country-region u2:st="on"><u1:place u2:st="on">China</u1:place></u1:country-region> is after but their leader, the Dalai Lama. <u1:country-region u2:st="on">China</u1:country-region> wants to cut off the influence of the Dalai Lama, which is <u1:country-region u2:st="on"><u1:place u2:st="on">Tibet</u1:place></u1:country-region>'s political and spiritual leader. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

"By barring any Buddhist monk living outside China from seeking reincarnation, the law effectively gives Chinese authorities the power to choose the next Dalai Lama, whose soul, by tradition, is reborn as a new human to continue the work of relieving suffering" ~Mathew Philips, Newsweek Magazine (August 20-27, 2007 Edition) When you think about it, China is trying to prevent the inevitable and even if the new Dalai Lama is born outside Tibet or China, they are going to deliberately deny him of his rightful authority as Tibet’s political and spiritual leader.

So if the Dalai Lama can not reincarnate in <u1:country-region u2:st="on"><u1:place u2:st="on">Tibet</u1:place></u1:country-region>, and he won't as he, himself, has already made that clear, then where shall he be born? Quite likely he will be born from one of the 130,000 (approx. number) Tibetan exiles spread throughout India, Europe and North America. So do not expect a "non-Tibetan Dalai Lama" because experts say that it is "probably out of the question".
